Compared to our housing stock, our internal business operations have a significantly lower environmental and climate impact. This sector is responsible for less than 3% of our greenhouse gas emissions (based on Scope 1 and Scope 2). Nonetheless, we continuously pursue opportunities to enhance our resource efficiency and minimize our environmental footprint. Key initiatives include transitioning our vehicle fleet to low-emission vehicles, using energy-efficient electrical appliances for work in neighborhoods, sourcing green power for office buildings, and minimizing business travel and transport.
The vehicle fleet accounts for approximately three-quarters of the emissions from our business operations. Most of our approximately 6,000 vehicles are light commercial vehicles used by our technicians and residential environment service colleagues in Germany. We are continuously transitioning our fleet to vehicles with low emissions and implementing innovative transport solutions based on low-emission small vehicles where possible. One long-standing measure includes speed limits for our commercial vehicles to reduce emissions.
We are further progressing the conversion of our vehicle fleet to electric mobility and increasingly deploying (e-)bicycles. In this context, we have decided to install over 100 charging stations for electric vehicles at our corporate headquarters. As part of this initiative, we have incorporated electric vehicles into our company car policy. In Austria, over 80% of our vehicles already have electric drives.
Overall, our measures have led to a reduction in average fuel consumption by approximately 1.3%. Average emissions decreased by 2% in 2023, following a reduction of nearly 5% in the previous year.
In our office and administrative buildings, we aim to be as resource-efficient as possible. Starting in 2022, we began transitioning our administrative buildings from our own portfolio to green electricity supply, implemented by Vonovia Energy Service GmbH (VESG), our internal energy generation and distribution division. Additionally, since January, we have been sourcing green electricity through a Power Purchase Agreement with RWE Supply & Trading from 10 wind turbines. In Austria, since 2021, all BUWOG office locations have been supplied with certified green electricity (UZ46).
Furthermore, we are committed to enhancing our energy efficiency. Every four years, as legally required, we conduct an energy audit according to DIN EN 16247-1 — most recently in 2020. This audit includes a sampling inspection and assessment of the energy aspects of buildings used for our business operations. Given Vonovia's homogeneous property and consumption structure, the identified measures from the audit can be effectively applied across the entire group. Recommendations from the energy auditor are compiled into action plans and decentralized implementation is carried out by respective organizational units across the group's locations. These measures include energy and resource-saving initiatives such as LED lighting, installation of motion sensor-equipped lighting systems, and air-source heat pumps for efficient heating solutions. We have implemented automatic screen shutdown after 15 seconds of inactivity through our IT department, based on a recommendation from the energy audit. Additionally, we are increasingly transitioning to paperless offices. We have advanced our next audit to 2023 to include Deutsche Wohnen's administrative properties in our planning early.
Both our corporate headquarters in Bochum and the central administrative building of BUWOG in Vienna hold sustainability certifications. The Bochum building is awarded DGNB Gold, while the Vienna building is certified with Gold by ÖGNI. BUWOG maintains a certified energy management system according to ISO 50001 for its entire Austrian operation and German development sector.
In our residential environment services, we are also working towards reducing the use of fossil fuels. To achieve this, we are transitioning our garden tools from combustion engines to environmentally friendly battery-powered operation. Currently, approximately 1,500 battery-powered devices are in use. These new tools feature high recyclability and can significantly reduce emissions and noise pollution, providing a clear benefit to our tenants and improving the health of our employees. We aim to continue this initiative by expanding to additional equipment and testing mobile charging options.
