In Germany, approximately 75% of our portfolio consists of apartments clustered in neighborhoods, also referred to as urban quarters. According to the definition by the Association of German Housing and Real Estate Companies (GdW), urban quarters are visually coherent urban development structures perceived by residents as distinct areas. These provide opportunities for intervention by residential real estate companies. Each urban quarter comprises 150 apartments or more. Alongside urban quarters, we also manage urban clusters, where we apply our strategy and the Vonovia business model too in an adjusted format (refer to The Company). 

Our Objectives and Key Performance Indicators

Target Achievement:  In 2023, as part of our investment program, we successfully completed 17 neighborhood developments encompassing a total of 9,500 residential units across Germany. This accounts for a total investment volume of €28.3 million.

Target for 2024: In light of the challenging investment climate, we are adopting a more nuanced approach to our neighborhood development initiatives by dividing our measures into smaller packages. For instance, we are adapting refurbishment efforts to take account of the constrained investment opportunities and market demand, while maintaining a focus on the neighborhood as a management level. We plan to invest €14.9 million in 2024.

Medium to long-term target (2030-2045)In the long term, closely tied to the evolving investment and regulatory landscape for Vonovia, our aim is to progressively increase our investments to pre-crisis levels. This strategy is intended to enhance the optimization of all urban neighborhoods within our portfolio through comprehensive refurbishment and neighborhood development initiatives moving forward.

Opportunities

Expanding local infrastructure in our neighborhoods presents an opportunity to enhance the appeal and value of properties in our urban neighborhoods, elevate customer satisfaction, and set new standards for eco-friendly living. These initiatives also contribute significantly to fostering a cohesive sense of community across our regions. 

Risks

If Vonovia fails to meet its responsibility to sustainably refurbish its properties and expand infrastructure in existing neighborhoods, we risk negatively impacting our tenants’ quality of life that may result in a decline in customer satisfaction. Indirectly, deteriorating housing and living standards in our neighborhoods may lead to decreased property value and potential reputational risks for Vonovia. By adopting a holistic perspective on our neighborhoods and implementing multi-layered measures, we effectively mitigate these risks in short and long term. Therefore, we assess both, the probability of occurrence and potential amount of loss of these issues as very unlikely and low.

Management Approach

At Vonovia, we consider our neighborhoods as the key level for action, development as well as a platform for innovation They serve as the nexus between residents' needs and our vision of vibrant cities and communities. To us, a livable neighborhood transcends its mere housing purpose; it is rather it is a place of cohabitation, which provides security, a positive spirit of community and live in that exceeds generations as well as diverse social and cultural boundaries. 

We firmly believe that strengthening ties within the neighborhood and upgrading properties go hand in hand.  In response to the megatrends of urbanization, climate change, and demographic change, we adopt a holistic approach to neighborhood development. We are developing infrastructures that are tailored to the unique cirmustances of each neighborhood and integrate climate protection, structural design and services to meet social needs.

Our strategy is driven by our "urban neighborhoods," which make up around 75% of our German portfolio. These neighborhoods are developed based on clear climate protection requirements and social responsibility criteria. Innovative CO₂ reduction concepts are integral to our strategy, alongside the development of ecologically sustainable living environments and green spaces.

We provide the space for essential services and support social and cultural initiatives. The collective involvement of our tenants in the development processes is crucial. Through collaboration and consultation with local authorities, communities and other institutions, we strive to apply and effectively implement our concepts to generate tangible added value for all stakeholders. 

Our objective is to provide housing that meets people's needs and offers a high level of livability. Specifically, this entails: 

  • We design affordable homes by means of vertical expansion, densification and new construction
  • We conduct our refurbishment activities in a socially responsible fashion harnessing affordable solutions that cater to all income groups.
  • We are optimizing the energy requirements of our portfolio and – where necessary – driving the CO₂-neutral change of energy source forward as week as the expansion of photovoltaics in our neighborhoods.
  • We rethink and design the residential environment and green spaces in alignment with our principles for biodiversity protection, while also incorporating recreational areas, playgrounds, and holistic mobility concepts.
  • We include local suppliers, day-care centers, doctors and social as well as cultural institutions.
  • We redesign vacant and/or unused (commercial) spaces, giving them a new lease on life in order to create easily accessible participation opportunities in the neighborhood.
  • We promote dialogue with tenants and other stakeholders to build acceptance and ensure all parties have their say. In doing so, we collaborate with local authorities, communities, municipal and social institutions, and engage in discussions with political representatives. 

To accomplish these objectives, we initiate neighborhood development projects in collaboration with cities and municipalities. We implement measures to improve infrastructure and implement integrated energy and urban development concepts.

Organizational Focus

Responsibilities

We plan and manage our neighborhood developments on a decentralized basis via the regions. Their regional managers are responsible for the respective projects and implement them with their regional division managers. The Chief Rental Officer (CRO) is responsible on the Management Board for the property management business as well as for the areas of customer service and portfolio management. 

We are increasingly using our own neighborhood developers for on-site implementation. This allows us to address any specific issues as they arise in a needs-oriented manner. 

The regions are also responsible for and manage the involvement and participation formats - as well as social commitment. This is complimented by centrally controlled donation and funding measures via corporate communications.
